此前TwaMix已经放出了opera mini 5 cab for wm的翻越长城版（这里查看），到目前为止依然能够使用，可以看出TwaMix给大家的资源是多么的强劲！信TwaMix，得永生！哈哈！
这篇文章所阐述的方法，想必大家都知道些，我也只是为以后的文章铺路所写。
此方法特点：每次开启ucweb默认不翻墙，需要自己设定后才能翻墙，并且不能保存设置，也就是说每次你都要重新设置。
顺便在这里预告下，下篇文章将会给大家一个补丁，一劳永逸，每次都是打开就可以翻了。
文章插图我就不自己制作了，直接剪切别人的，哈哈，不要见怪，主要是能让大家知道操作步骤！
1、在UCWEB浏览器首页点击“输入网址”，然后输入“ext:page:sysinfo”，均为小写

二、在系统信息界面，按照如图所示输入，切记“/”号不能省略，输入完成后点击保存

三、返回首页，输入你想访问的网址，看看是不是可以正常访问了

重要：系统信息里的代理，过段时间可能会失效，当然这也是可以接受的。如果失效了，大家还有这方面的需求，因不便传播，留下邮箱我发给你！

这2天闲着没事，研究了一下uc的工作原理，但是uc的服务器加密还是没有破解出来。

唉郁闷呀。如想你想研究我可以给你几个数据包，自己慢慢琢磨吧。

这回写了一个即使切换服务器的代理。

用php curl +mysql 实现的。

主要是根据dn 这个东西来判断用户的。这样就解决了国外服务器打开国内网页很慢的问题。

由于是php curl 我对不熟对资源的占用也不怎么清楚所以不公开测试了。

我这个破vps才128mb内存我还得挂挂电驴 sorry了。该死的学校限制电驴。

其实主要是没钱。。。如果以前那台服务器在的话随便大家用。。。。

简单说下原来一个代理切换页面，一个curl代理中转页面。

uc=>查询服务器=>返回我的curl代理（非uc代理服务器）=>我的curl代理查询mysql 究竟连uc哪个代理=>连接uc的代理等待返回数据=>接收到uc返回的数据，向手机uc返回数据。

curl代理充当了手机和uc服务器间的一个代理，效率有所降低，但是延迟还是不错的。大概1s左右。用Xdebug 看了下 mysql 查询用了300ms curl用了0.923s。。。。还是不错的。

其实破解了uc服务器和手机的加密算法也没用。我可不想写个服务器端出来，uc用的是python写的。在测试中还发现了几个bug。。。。

和一些弱点。。我用一台386电脑加php写的脚本（我php函数都背下来了，懒得找perl函数，c死也不学，java。。只会语法不会函数）能让uc服务器宕机。

为什么不想写uc的服务器端下面一一道来

先大家说说uc的一些工作流程吧
在地址栏输入一个链接=>请求服务器去载入这个链接=>服务器接到消息去查询数据库查找这个链接是否对应cookie=>合并 cookie后请求该链接=>得到该链接的页面如果需要的话修改数据库中的cookie=> 对得到的页面做一些处理 like 出去javascript什么的=>压缩页面=>返回给uc页面=>我们就看到这个页面了。

但是有2点需要注意就是关于wap页面。
wap页面最近我没抓包以前抓过我就按以前的写吧大概是我高三的时候11个月前。
如果请求的页面是wap（wml），uc是不会知道的除非有EXT:A:链接（EXT:A:这个的意思是直接连不经过uc代理）uc服务器依然回去请求这个页面，按照上面的流程，不过服务器会多返回一个信息，大概就是告诉uc 这个页面是wml的你需要自己链接不用请求我了。

如果没猜错的话uc可以处理wml页面对xhtml 我觉得不能完全处理，因为校内是xhtml的他前面没EXT:A:。我曾经自己写过一个xhtml的手机blog页面发现返回的ip是代理的。这个也是1年前的事情了不知道uc改了没有。

不写服务器的原因大家应该都知道了吧？就是cookie的储存和对页面的优化 cookie储存还好写一些写过php代理，所以多花点时间研究数据结构就ok了但是页面的优化很复杂大量的正则。如果是ajax还得要2次请求。。。。要不uc对ajax支持的不好呢。。。。太费劲了。如果我能写出来，我就直接找人写个客户端，然后我就能发布一个cu浏览器了。
当然这是开源的。。。。。

声明：本人对uc没有什么仇恨，只是技术帖。本人一直为uc塞班内测组成员，前一段时间当任内测版版主现在不是了。我也希望uc能够考虑到我们这些想出国找点东西的人的想法，我知道zf对你们的压力很大，导致了你们对穿墙ucip的限制。我能够理解，没准 uc老大还因为这是被叫去喝茶了呢或者和咖啡。（局子喝茶，国安喝咖啡。）顺便问下好喝吗？不好喝的话我就不去喝了。。。所以以后请大家对于这种穿墙的东西低调点，uc也请你不要封的那么严。毕竟给人留条后路也是好的，再好的技术也终有一天会被破解的，除非你能领先世界10年，何况又不是呢？我也保证以后不在国内发这种东西了，我去opda发了一下结果今天看一下12个小时的记录，imei号1321个。也就是说有至少1000个人用了这个版本的 uc。。。。。。好了如果uc封了这条路的话，我有时间会破解一下，破解出的结果会在这里，twitter（@coshim） coshim.com上发布。国内就不发了我要低调。免得像周兄那样回不去国，或者像XX那样回国就被叫出喝几年的咖啡。请大家见谅。

由于本人的s60手机n82进水了，干了以后不能用了。s60系列的uc就打算研究到这里了,下面给出实时切换uc服务器的源代码，以及如何修改uc的方法。
在讲解一下uc的原理好了。
下次的题目应该是Android平台的uc了。正在查找入手n1的方法。 canada能在google网店买到刻字无锁版的n1吗？

一点点介绍提交数据包的信息吧。
post模式
user-agent 不同的uc版本是不同的某些版本的uc user-agent是手机型号+uc版本而有的干脆就是空。
assign这段是重点 uc靠这个来返回服务器的。
sn 不知道如何获得的，好像是开uc随机生成的。查询sn 的方法地址栏输入http://command/command=echo.sn 或者打开 !/privete/2001f848/ucalwaysuseuserdata.dat
m_imei就是手机的串码 *#06#
m_dn 就是dn了一个非常重要的信息，获取cookie全靠他，具体如何重要后面会说查看方法打开 !/privete/2001f848/ucalwaysuseuserdata.dat
newserver="1" last_server="" reassign="false" 都不清楚。。。。
netname="wifi"只有用wifi的时候会提交。这个键值也会导致国外ip访问uc服务器不返回国外服务器。

下面直接copy以前写的文章的了是关于后面几步的。

开始只为了wifi翻墙，毕竟用3g太费流量，我在国外用wifi居然不能翻墙。所以我就弄了一个uc的翻墙版。
但是国外服务器的优化效果大家也是知道的，我也懒懒得切换中英文uc，就写了个uc实时切换服务器的mod。但是一些bug+资源占用很。。。没有推广只是小范围测试了一下，我服务器还将将能受得了。毕竟我的内存才128m。wp。。。。。fuk的东西还是sa好呀。

如果仅仅想翻墙永久使用英文服务器这么做就可以了。 目前让uc的到国外服务器的方法只有一个就是建立一个自己的代理服务器提供服务器来替换uc的代理服务器提供服务器。
首先更改uc的代理服务器提供服务器的地址，打开uc的源文件把uc.ucweb.com改成自己架设的服务器ucweb.v70.us 还是短域名好 ^_^
然后做一个php程序返回代理服务器
先看看我们提交服务器请求后uc代理服务器提供服务器如何返回信息

其中包括大量不可见字符。应该是做分割用的。
Assign: ucs5.tj.ucweb.com:80 就是服务器地址了。光这一个uc是不认的还得在内容中返回assignucs5.tj.ucweb.com:80 （丢失了n个不可见字符）

一个简单的uc代理服务器提供服务器的php源码可以这么写

这样我们就能控制uc链接哪个服务器了。把ucs5.tj.ucweb.com:80给成e问服务器的ip和端口就好了。

这样一个简单的翻墙代理就出来了。只要把这个php 扔到空间上然后把 uc原文件中的代理服务器提供服务器地址改成自己的就成了。（也就是上面那个2行php文件的地址注意塞班uc网址最多12个字符。）
下面内容为mod的如果您只想翻墙永久用英文服务器请忽略

下面介绍一下我的mod的工作原理看图：

主要就是返回自己的php代理，然后根据自己的需求选择uc的哪个代理服务器。
在做一个代理切换页面就一切搞定了。这个mod可以多加服务器也可以学autoproxy根据url自动选择uc的代理。
我也懒得研究了，源码放上吧。

uc的代理服务器返回服务器我没有现成的只用了一个if语句写了下自己手机的串号所以就不发了。

通过ItsHidden让你的iPhone翻过长城玩Twitter

许多iPhone用户都有使用HotspotShield翻墙的经历，不过最近这个出头鸟的日子似乎不好过，用他来上VPN是越来越难。就我自己来说总是不稳定，RP爆发时可以上去，但更多的时候总是要我去质问管理员。

今天早上看twitter的时候，我的好友miniblog向大家推荐了一个免费的VPN──itshidden.com，他是作为一个mac用VPN来介绍它的。可惜的是我访问他们的网站时他们发现自己对Leopard的支持出了点问题，把mac的setup指南给下线了。不过通过miniblog的指点我还是找到了他们的tiger指南，按照这个指南我设置了mac上的VPN。

首先大家自然是要去到itshidden.com，然后注册一个免费帐户。

之后你就可以开始在你的Leopard上开始设置：

进入Network – 按左下的“+”添加一个连接 – 选择VPN – 选择PPTP – 在Server Address里填入：vpn.itshidden.com – 然后填上你的用户名 – 点击Authentication Settings – 在Password里填上你的密码 – 点击Apply – 点击 Connect – 大功告成。

可惜我发现这个东西确实有问题，因为尽管我连接上了itshidden的VPN，但是我还是无法访问www.twitter.com。有经验的玩家请告诉我为什么噢？

不过我在iPhone上设置成功之后就可以畅通无阻：

同样的打开你的iPhone的设置 – 通用 – 网络 – VPN – 添加VPN配置 – 在描述里随便填吧，我填了ItsHidden – 服务器同样是vpn.itshidden.com – 帐户名自己写 – 关闭RSA SecurID – 可以看到密码选项出现了，填入吧 – 存储 – Home返回 – 设置 – 在VPN中滑到打开 – 成功。经测试，我的tweetdeck可以上，当然网页版的twitter也可以。

用过UCWEB的都应该无需我介绍这个手机浏览器吧？

这个所谓的翻墙版，实际上来说应该叫做英文版

英文版比起中文版，有以下特点

skyfire浏览器，又一翻墙利器

继“iphone翻墙，未果”后，进来网络上又有了一个手机翻墙的工具skyfire浏览器了～（我们都是良民，我们翻墙目的跟买烧饿饭一样，填饱我们空虚的心）可惜iphone不支持，支持s60 n和e系列手机以及支持wm系统。

由于iphone诞生于自由的美国。美国人没有想到有些人上网是需要翻墙的。再说按照现在严峻的情况，继youtube，plurk，blogger之后，twitter已经很危险了，不知道下一个是不是它了。还真不敢想像iphone没有twitter的日子是怎样。

话说回头，skyfire目前还是beta状态，目前还不是很稳定，时不时死机，还有对硬件配置比较高。低配的手机有点卡～s60 wm用户们，原来你们还是很幸福的！看到我都快流口水了！！！！

哈哈发现写BLOG还是中文的好,看的舒服点!日记就用英文算了!

今天推荐一款手机浏览器——skyfire,现在网上盛行的手机浏览器太多了,好像没什么必要!呵呵其实之前对这款浏览器,我也这么想,在一两个月前吧,我下了这个浏览器,当时试用的时候感觉非常差,一个速度慢(这个可能也得怪这里的移动),另一个软件有点庞大操作性不是很好(可能是BETA版的原因)!所以直接不用了,还是用OPERA MINI比较舒服,而且能和电脑的同步书签很爽,自己手机自带的还能看视频也不错!

不过在最近一个月内发现最近所需要上的很多网站都被”及艾服达不溜”给喀嚓了,严重影响我获取信息的渠道(很多人说OPERA MINI可以直接翻墙,那还象是很久之前的事了吧,反正我现在用它怎么也翻不出去)!昨晚和TX聊天时候谈到手机的事,他准备入手G1,可以舒舒服服的看新闻,但是一讲到翻墙的事就郁闷了,手机翻没得翻阿!现在很多东西不翻没得看,翻墙可是每天必做的事阿!

后来随手上网一搜找到了关于手机翻墙的方法,有谈到OPERA MINI等犯法,但都用不了!忽然眼睛一亮出来个SKYFIRE,似曾相识诶,哈哈原来我手机里有,报着试试看心里就把玩一下这个浏览器,想到被河蟹的网站,不知道怎么的顺手输入YOUTUBE的地址,哇噻竟然进去了,随便点个视频,不是吧竟然能看?哈哈当然不是,竟然有音频,没有视频!原来真的有视频,当时网速慢,没看到画面就听到声音,所以以为没画面的!太酷了,可以直接用这个来翻墙了,手机不用再困扰了爽~~~~UI有点象IPHONE,但是有好多缺点,就象前面说的,操控性不是很好,定制性也有点不行,不过能翻墙总是好的,等待这个正式版应该会很好.

比想象中得容易多得多……除了 Opera Mini ，连额外的软件都不需要，自带的 RealPlayer 就可以。我用的默认接入点是 CMNET 。 CMWAP 没试过。

直接用国际版的 Opera Mini 4.2 访问 m.youtube.com ，搜想要的看的东西，比如"邓丽君金门"（当然这个例子是不河蟹的），点开视频， N72 会自动打开 RealPlayer ，并询问"需要连接服务器，是否连接？"，选是。如果连接不成功它会提示，重试就好了。

EDGE 网络环境下，176*144播放相当流畅，比较偶尔有丢帧、缓冲或重新连接的现象。声音似乎比图像优先级高。在左键菜单里可以选择全屏（逆时针 90 度横屏），似乎丢包的情形比非全屏要严重些。

邓丽君喊话 2 分 26 秒，流量 1.59M 。纵贯线《亡命之徒》 1 分 58 秒 1.41M ，香港演唱会版本 6 分 12 秒， 4.50M 。

在 N72 上如果看完一个要看另一个之前最好关掉已经停止播放的 RealPlayer 窗口。

RealPlayer 不支持后台播放，但它是原机自带的程序，不需要额外安装任何软件，这点是 uc 播放器怎么也比不上的。

我很少看视频，不过不能看就非常不爽。现在知道能看了，心里就爽快了。

ps: N72 的自带邮件功能怎么会废柴到这么恐怖的程度？！ POP 了所有的邮件标题都不许删除，除非把服务器上的也删掉……唯一补救的办法就是删除手机上的邮件账号，再重新加一遍，当然，再也不敢收信了。只用它发 Email 其实还是相当不错的~

电脑上翻墙的工具很多，不过几个有名的翻墙工具确实是"境外XX分子"，用着总觉得不踏实。手机上的这三个工具都是纯粹的商业软件，不用有忧虑。

最早的翻墙工具？是不是最早的工具不可考，相信很多人手机翻墙都是用这个工具的。socket加密代理，隐私安全无虑。速度一流，服务器稳定，对网页的解析能力强劲，甚至可播放网页视频。op mini 4.2正式版已经发布了，更快，更稳定，更值得使用。此外,op mini mod，由俄罗斯人修改的的opmini，功能更加强大，增加了文件管理，ftp管理，直接下载文件等等，不过它是基于op mini 3.1版修改的。

某代理软件的作者曾问，"水是自由的，空气是自由的，为什么网络不是？"我也有类似困惑――想必中国大陆的网民都曾经或正在有此困惑。因为不但国外的维基百科，youtube ，blogger等优秀的服务被GFW掉，国内的网络服务一到了某会召开或某党活动，也会立马风声鹤唳，一片萧条，例如优秀的wordpress平台YO2，为了担心被GFW，一个月倒有一半时间出各种问题，可谓奇谈。于是突破/封/锁访问网络成了大陆许多网民最大的追求――如果不是"之一"的话。

电脑翻越GFW相对容易，因为已经有各种代理软件，甚至"带套上网"已经成了很多人的上网习惯。翻墙如反掌――用数百亿老百姓的血汗钱筑起来的一道防火长城，作用略等于一小片遮羞布。

北京神州行启动实名制一人最多办理3个号

　晨报讯 (记者焦立坤) 北京神州行实名制正式启动。记者昨日获悉，从现在开始，北京移动250家自有营业厅办理神州行入网时顾客需提供本人身份证明，并且一人名下最多办理3个号码。

　　北京移动相关人士表示，神州行实名制首先在自有营业厅推行，也称为主营业厅，后续将逐步实施到其他渠道。据了解，此前神州行卡号可以随意购买、办理业务，倒号、弃用等现象突出，实名制将起到一定的规范效果，并对垃圾短信的泛滥起到一定的遏制作用。

　　在很多自有营业厅，北京移动已经贴出相关公告，称自2008年7月25日起，在北京移动主营业厅办理神州行入网时顾客须提供身份证件，公司登记相关资料。北京移动特别指出，同一有效身份证最多只可办理3个神州行号码(含所有神州行子品牌，不包含神州行奥运卡、奥运国际卡)。另外，代办神州行入网业务时须持本人和代理人身份证以及委托书。该措施目前只针对新入网用户。

金惠移动通信网有害信息(图像)过滤监管取证系统

广东联通六月将推短信防火墙业务

网易科技讯 4月6日消息，针对整治网络淫秽色情等有害信息的问题，广东联通近期进行了专项行动，并将在6月提供短信宝（短信防火墙）功能，从技术上实现垃圾短信屏蔽,以保障用户不被不明消息骚扰，抑制垃圾短信的传播。

据了解，1月22日，中宣部、公安部等13个部委决定，1～9月在全国范围内组织开展依法打击整治网络淫秽色情等有害信息专项行动。广东联通迅速行动，从接入制度和接入审查中防止为提供淫秽色情等非法信息的服务商提供接入，对已接入的信息服务商的资质和备案手续情况进行全面清查。凡是经营资质不齐全，备案手续不完备的信息服务商，实行清退处理。

同时，广东联通针对接入过程中的业务内容审核和测试环节增加要求，严格把关，健全运营监控手段，建立健全常规的业务内容运营拨测制度，保持日拨测覆盖率大于3％，月拨测覆盖大于100％。

针对令用户头疼的垃圾短信，广东联通发挥客服10010、10109696 SP客服热线和越级投诉渠道的作用，并安排10010010垃圾短信举报站的宣传，广泛发动社会参与和群众监督，对用户积极举报的淫秽色情等非法信息，凡取证后发现确实存在问题的投诉，立即终止服务提供。对于情节严重的行为，立即终止合作并移送公安机关处理。

目前，广东联通要求各地分公司每周、每月对行动检查情况进行通报，从1月开始截止到目前为止所抽查的网站、SP均未发现淫秽色情、网络赌博等信息。

同时，为了提高监控效率，继续加强监控技术手段的研发和应用。广东联通将在6月提供短信宝（短信防火墙）功能，从技术上实现垃圾短信屏蔽,以保障用户不被不明消息骚扰，抑制垃圾短信的传播。

中国移动网络，“老大哥”的监视工具？

Cellphones: The Mobile Frontier for NGOs

We are occasionally commissioned to write introductory articles about the mobile revolution and implications for NGOs for various publications. Here is one broad overview of some areas where mobiles are deployed in civil society.

Cellphones have become the most ubiquitous communication device in the hands of human beings. There are an estimated 3.5 billion mobile phones in use and there is coverage in even remote corners of the world. Cellphones have revolutionized not just the way we work and organize within cultures and societies, but have the potential to change how NGOs (non-governmental organizatios) operate.

Mobile phones are already experimentally used in multiple ways by NGOs. We at MobileActive.org have been tracking how organizations in areas such as health and disease prevention, economic development, humanitarian relief, democratic participation, and advocacy are using mobile phones to make their work more effective and efficient.

Following are a few examples of what we have seen and where we think mobile phones have potential to be used more strategically by NGOs.

One of the areas where cellphones are already used is in microfinance and economic development. In microfinance organizations, trials are underway to transmit payments via mobile and for assessing credit on the spot by field officers. Likewise, mobile phones are used to access send job information to day laborers, and provide weather and agricultural information to farmers.

In fact, a recent study found that the introduction of cellphones in Indian fishing villages with fisherman calling and negotiating prices off the boat with their mobiles, increased their profit by 8% and decreased consumer prices by 4% through greater efficiency. Other studies indicate that a reduction in excise taxes and increase in mobile infrastructure can increase GDP by more than a percentage point.

Another area of interest are in democratic participation, and particularly election monitoring and getting out the vote: The National Democratic Institute has been testing the use of mobile phones in broad-based election monitoring in six election now, most recently in an important election in Sierra Leone in late 2007. There, a coalition of local citizen groups and hundreds of volunteers used their own phones to report hourly via coordinated text messaging from 500 polling stations on any election irregularities.

In many contested elections, especially in emerging democracies, speed of reporting is of the essence. It is critical that NGOs and independent civil society organizations report data accurately and quickly even before official results are released, especially when fraud is feared. Mobile phones have been an important tool in this regard. They are, of course, not a new phenomenon in election monitoring; after all, cell phones have been around for a while now. But prior to NDI showcasing that text messages or SMS are a viable and reliable communication medium in elections, mobile phones were used merely to transmit reports verbally that then still had to be transcribed in a time-consuming and error-prone manual process.

In the last few years there have been rapid improvements in mobile services as competition in the wireless industry has increased worldwide, and there is growing interest and understanding on the part of NGOs that systematic election monitoring is not as difficult as it first may seem. As election monitoring via SMS becomes standardized and NGOs gain experience, there is no reason for mobile phones and SMS not to play a greater role in other areas of civic participation. For example, imagine citizen oversight of public works projects where people might report on whether a clinic is actually built as indicated in a local budget. Other applications may be monitoring and accountability of elected officials, and dissemination of voter registration information such as the address of where to register, or the nearest polling station.

Several pilot projects in the United States and in Scotland showed promising results in increasing voter turnout by text message reminders. The future is bright for innovative ways in which cell phones are used by citizens to participate and engage in their countries as the mobile revolution unfolds.

In healthcare, mobile phones are used already in a variety of areas already; not surprising given the relatively greater monetary resources available in this field. Cellphones are used to systematically monitor disease outbreaks in countries such as Rwanda, for example and to increase patient compliance in tuberculosis treatment. There is compelling evidence, for instance, that text message reminders increase patient’s taking their medicine and allow them to take their medication at home rather than having to go to a clinic every day. In a trial in 2003 in South Africa that has since been repeated elsewhere, a daily reminder was sent to patients , complete with personalized messages, jokes, and lifestyle hints. "You get a lot of different type of messages," said a patient in an interview, "like 'Did you Know Nelson Mandela had TB' or 'Beware TB is contagious'. They keep you informed and mean you never forget to take your drugs." Since then there have been numerous pilot projects in Asia and Africa that show great promise in using mobile phones in patient management and monitoring.

Promising may well be SMS information lines that the public queries to receive information about a specific topic.

There are already numerous HIV information lines that provide prevention and disease information. A recently launched mobile phone service in South Africa, for example, provides HIV testing station locations through the use of SMS. South Africans can send an SMS to the short code "31771" with the word "HIV" followed by the name of their town or postal code. The service then responds with the location of the two nearest traveling testing units. A similar service in Mumbay, India by the Heroes Project provides prevention, testing, and counseling information via SMS to people concerned about HIV. The service received 25,000 inquiries in its first month of service alone.

Now imagine this scenario: A woman in Johannesburg, South Africa, stands at the fish counter in her local supermarket and texts the name of a fish to a phone number. Within seconds, she receives back information via a short text message informing her whether the fish is legally and environmentally harvested and advising her whether “to tuck in, think twice or avoid completely.”

The consumer is using FishMS, a text service of Sassi (The Southern African Sustainable Seafood Initiative) and the World Wildlife Fund to help consumers make informed choices about the seafood they purchase.

Sassi now has taken this system into a mobile environment - just in time environmental information in the super market. Jaco Barendse, coordinator of SASSI, says that cell phones are "the ideal way to combine technology and information with the variety of seafood available and the growing awareness among seafood lovers, chefs, food buyers and so on that the ocean's resources aren't infinite. It also "demonstrates to retailers and restaurateurs that those consumers are willing to use their spending power. When shoppers and restaurant patrons start texting to check whether the “Catch of the Day” is okay to eat, it'll hopefully help drive suppliers buying habits.”

FishMS is one of a growing number of environmental text message information services available to consumers and citizens that provide just-in-time information about the toxicity of products, ambient air quality, or the environmental impact of products and companies.

Text message-based information services are proliferating. For example, Climate Counts lets a consumer text in the name of a product or company to a US short-code (a five-digit phone number) to receive back information about how serious companies are about stopping climate change - and how they compare to their sector competitors. The information, in the form of a scorecard that is delivered via text message back to the user, reflects the self-reported efforts of companies to address climate change.

SMS information channels are increasingly the rage for just-in-time information for the savvy omni-consumer. According to recent IBM consumer research, this information is increasingly influencing buying behaviour. Fifty-three percent of consumers surveyed by IBM used the Internet to compare features and prices among retailers in the 2006 holiday season. Two-third of teens surveyed said they use cell phones to text friends while shopping for input, and 25 percent accessed the Internet from a mobile device while in a store. And an astonishing one in ten consumers reached out to friends and family via text message while shopping to get input.

NGOs are exploring other uses of cellphones within an advocacy context: Greenpeace Argentina, for example, has an urgent alert network of 30,000 ‘movile activistas’ who can be contacted by the push of the ‘send’ button via text message during legislative action campaigns.

It is clear that NGOs need to become savvier and more innovative in their use of cellphone technology. It is also clear that this medium has enormous potential in ways that we have not even thought about. There is no limit to grassroots innovation around the world in creative uses of mobile tech to advance civil society work, and we are looking forward to your stories.

　2007年4月以来，根据公安部等十部委关于开展打击网络淫秽色情专项行动的统一部署，广东省公安厅高度重视，创新工作思路和管理方式，在清理有害信息和长效机制建设方面均取得了显著的成效。

　　针对专项行动中发现的部分独立WAP网站中淫秽色情图片问题较为突出的现象，省公安厅指导中国移动广东公司（以下简称广东移动）开发了一套针对WAP图片的智能监测系统，并于日前正式上线运行。该系统填补了国内图片监测领域的技术空白，增强了发现、封堵WAP网站淫秽色情图片和打击查处不法分子的能力，为打击网络淫秽色情专项行动转为长效机制提供了有力的支持。

　　从2006年起，利用手机无线方式访问WAP网站开始蓬勃发展，用户数量骤增，各种独立WAP网站也层出不穷。随着打击网络淫秽色情专项行动的深入开展，淫秽色情图片呈现向独立WAP网站转移的态势。不少独立WAP网站利用各种有害及不良信息获利。仅2007年，就查出提供不良信息内容的独立WAP网站41家。但在工作中警方也发现，由于独立WAP网站数量众多，图片内容和信息量庞大，更新速度快，对图片的甄别和筛选又缺乏有效的自动化机制，主要依靠人工的监测方式已无法适应当前监测工作的需要，缺乏自动识别WAP不良图片的技术已成为监管工作中的瓶颈。

　　为加大对WAP网站的监管力度，提高对WAP淫秽色情图片的识别效率，广东省公安厅会同广东移动认真分析了WAP网站图像传输的特点和规律，建设了基于图像智能识别技术的WAP图片监测系统。

　　该系统具有以下作用：

　　一是图片自动甄别，提高了淫秽色情信息监测封堵效率。该系统根据用户访问WAP网站的记录，获取独立WAP网站的网址信息，再对这些WAP网站进行图片内容的扫描，然后对所扫描的图片实施自动识别和区分，甄别出淫秽色情和不良图片，及时通报公安机关，同时由广东移动在所控制的网络上进行分级限制，让不健康网站与访客绝缘。

　　二是证据提取固定，提高了公安机关打击违法犯罪的效率。该系统能自动记录淫秽色情图片的内容及其他相关信息，包括图片来源站点、链接地址、网站所有者以及取证时间等，这些信息被记录到数据库中，打印输出即可作为呈堂证据，为后续的查证处理提供了依据。这套系统的建成和投入使用，为进一步把打击淫秽色情活动推向深入，提高查处和惩治相关违法违规活动的能力，提供了有力的手段。

　　在试运行期间，该系统共测试了22个独立WAP网站，自动监测发现了8000多张有害和不良图片。预计正式投入使用后，系统将对六万个独立WAP网站进行全面监测。据悉，下一步，省公安厅将指导广东移动建立和健全线索通报和查证协作机制，充分发挥系统作用，加强对WAP网站淫秽色情活动的监测和打击，为营造绿色网络文化环境再增一面“防火墙”。

手机实名制有待国务院法制办审批

由于垃圾短信和骚扰电话泛滥，手机实名制再次成为社会议论焦点。

　　日前，李德锋等10名广东省人大代表在广东省“两会”上再次提出，广东省政府应该考虑通过省人大制定相关的地方性法规或管理条例，强制规定在广东省境内的所有手机用户必须全部实行实名制。

　　“关于手机实名制有关的草案已经由信产部递交给国务院法制办。”广东省通信管理局政策法规处负责人透露，手机实名制具体怎样实施以及何时出台等问题，都有待国务院法制办的批复。

　　早在两年前，信产部、公安部和国务院新闻办就共同制定了《通信短信息服务管理办法》对手机实名制作出相关规定，而国务院法制办也就这部部门规章的草案征求了各方意见。但时隔两年，《通信短信息服务管理办法》还没有正式出台。关于手机实名制在具体实施中却没有实质性的进展，特别在运营商层面。

　　“手机实名制不仅仅是运营商的问题。”广东移动相关负责人表示，手机实名制需要信产部、公安部等国家相关主管部门统一部署才能实施。

Technology: Boundaries blurred as campaigners go digital

Since 2004, a group of young people aged between 18 and 30 have been contributing stories, essays and photojournalism on everything from human rights to social exclusion to a website called Brainstorming.

Talía Delgado, its founder, originally launched the magazine in print form, but soon realised the potential of web-based technology as a channel for views from around the world. Today the site’s contributors come from 17 countries.

Brainstorming is one among a growing number of websites that demonstrate the power technology is bringing the next generation of activists, environmentalists and philanthropists.

Mobile phones help keep Albanian youth movement in the picture
When images of police brutality appear in an instant message on your mobile phone it has a powerful impact. At least this is the experience of Erion Veliaj and the other young activists behind Mjaft!, an Albanian youth movement whose name translates as “Enough!”.
Mjaft! was founded in 2003 by Mr Veliaj and three other former high school friends who, returning from their studies at west European and US universities, were horrified at the corruption, poverty, organised crime and failing public services they witnessed in their home country.
Initially, the initiative was “a public campaign to provoke the public into action, to shake off civic apathy,” says Mr Veliaj. “Now it has developed into a fully fledged civic movement.”
With a professional staff of about 30 people in their mid-20s, the organisation caters to interest groups ranging from mining unions to student groups and immigrants overseas.
For Mr Veliaj, technology is fundamental to the workings of the organisation. For a start, it allows staff to do their work from anywhere. “My whole office is on my cell phone,” he says. “Most of our staffers are always travelling, and we have 10,000 members and about 1,000 all-time-ready volunteers. In minutes we can reach dozens to show up at a spontaneous action.”
Within seconds, the organisation can deliver pictures from a labour or political protest to news agencies. Using the multimedia messaging service available on mobile phones, its text messages can reach up to 500,000 subscribers.
These images allow the organisation to cover anything from government ministers going through red lights to voting patterns on important government bills as displayed on the electronic board at the country’s parliament.
Staff members use mobile communications to keep in touch with the office round the clock, even when on the road and in remote parts of the country, allowing them to expose issues that go unreported by most mainstream media outlets.
Mr Veliaj believes technology is a powerful tool in prompting political, social and environmental change. “It changed our world here in Albania,” he says. “Increased internet access, mobile connectivity, speedy information and ways to network via technology have contributed to getting a rather apathetic public in 2003 into a vibrant community of genuine interest groups fighting around a cause, making their stories heard, and inviting others to join in.”

And while Brainstorming is a channel for ideas, other young people are using the internet to channel funds to the needy. For example, Matt Flannery left his job as a computer programmer two years ago to focus on the website he launched, kiva.org. This facilitates small, person-to-person loans to entrepreneurs located anywhere from Zambia to the Philippines.

Microfinance institutions vet the borrowers who post their profiles along with photographs on the site to attract lenders, who then receive e-mail updates from their borrower.

These kinds of borderless organisations are becoming increasingly common as young people who have grown up with high-speed internet access and mobile phones no longer see country borders as limiting their activities.

“The blurring of national boundaries is important with this generation,” says Alan Williams, vice-president for leadership and engagement at the International Youth Foundation. “ So if they’re engaged in the environmental movement, it’s not just in the US, it’s global because technology allows them to interact with other young people irrespective of border.”

The spread of global online communications has shaped the way young people approach the issues they face. For if websites such as YouTube, MySpace and Facebook have provided new entertainment and new friends, the technology can also be harnessed to create the networks and spread the information needed to address social and environmental problems.

The YouTube model is one in which Witness – the human rights organisation co-founded by rock musician Peter Gabriel – sees great potential. Anyone capturing human rights abuses or witnesses’ testimonials on video, whether through a camera or mobile phone, can publish their footage on the site.

“It’s really important to have the online space because that’s where the next generation of youth is,” says Suvasini Patel, communications and outreach manager at Witness, which uses video and other technology in human rights campaigns.

And while computer-based high-speed internet access is less prevalent in the developing world, rapid uptake of mobile technology gives even young people in poorer countries a tool through which to channel their activities.

The potential of mobile technology has not been lost on Witness. As Ms Patel points out, the organisation no longer has to rely on people with expensive camera equipment – anyone with a mobile phone that shoots video can contribute. “Hopefully as we see the proliferation of cell phones around the world we’ll see a global citizenry,” she says.

The challenge for young people, therefore, is less about mastering the technology but how to deliver their message in an effective way using hand-held devices. Examples have already been seen in the political arena, as the recent youth-led text messaging campaign mobilising young people to vote in Poland showed.

Mr Williams has found young people well versed in delivering a message quickly and powerfully. “In our fellowship training we went around the room and got people to introduce themselves,” he says. “These people could give their message effectively because they’ve had to do this as part of the online culture.”

Of course, in addition to providing tools for young activists, social entrepreneurs and philanthropists, technology also helps improve the lives of underprivileged young people.

In the UK, Vodafone is working with organisations such as the Samaritans and YouthNet – a website that provides everything from jokes to information on the issues affecting young people – to promote access to vital information via mobile phone.

This has several advantages, says Sarah Shillito, head of the Vodafone UK Foundation. “They don’t have to be literate to use a mobile, whereas with the internet there are challenges for those that have missed school,” she says. “And they have confidence in the privacy of their mobile phone. They can ask what they want to ask, when they want to ask it and with a method they prefer, whether voice or text.”

广东人大代表建议立法强推手机号实名制

新快报1月20日讯 “目前手机短信诈骗现象层出不穷，垃圾短信、骚扰电话时常会有，人为制造了社会新的不安定因素。”昨日李德锋等10名省人大代表向大会建议，省政府可以考虑通过省人大制定相关的地方性法规或管理条例，强制规定在广东省境内的所有手机用户必须全部实行实名制。

“由于没有严格实施手机号码的实名登记制度，一些通信运营商的代理商在出售手机号码时，不严格查验有效身份证件，手机号码随意匿名购买的现象十分普遍，为不法分子提供了一个隐身作案的电子平台。”李德锋等代表指出，特别是随着一些在购买时无需身份登记，使用时无需识别用户的如“神州行”、“大众卡”一类的手机的号码广泛使用，更让一些犯罪分子钻了空子，“他们利用这类手机实施诈骗、勒索等犯罪活动，已经成为一种新的犯罪手段，从而成了社会公害。”

“由于犯罪分子使用的是没有任何登记资料的卡号手机，就算当事人及时报案，公安机关也难以追查，造成破案难。”李德锋说。

代表们建议：

1.对目前仍在使用流通的“神州行”、“大众卡”一类的卡号手机用户，给予一个整改限期。这些用户要在规定期限内凭身份证到相关电信部门重新办理用户登记，如果过期不登记，原持有的卡号一律作废。

2.规定“神州行”、“大众卡”一类的卡号手机的新用户，必须凭身份证购买并登记开户。

3.要加强检查督促，今后坚决杜绝再出现购买时无需身份登记、使用时无需识别身份的卡号手机用户，一经发现依法查处。

4.严格规定通信运营商及各级代理商的责任，同时要严格保护用户的资料。

神州行年内推行实名制用户办卡号须出示身份证

关于手机实名制的讨论已经沸沸扬扬地持续了两年多，但各地移动还迟迟没有公布动手的时间表。“北京移动今年要把这件事做了。”昨天，市人大代表、中国移动北京公司总经理何宁对记者透露了北京移动对神州行用户实行“手机实名制”的计划。

手机实名制，要求把手机号和用户的身份证明相对应，它受到争议的原因在于，手机用户出于保护隐私的考虑，往往觉得没必要提供身份证号，但如果不实名，最大的问题在于给垃圾短信等违规甚至是违法分子提供了隐身平台，当然，也可能给逾期不缴费的行为创造机会。

从中国移动的产品分类上看，全球通用户已经实现了实名制，但占移动用户70%的神州行，仍然可以通过代理商轻易买到卡号。何宁透露，在北京地区，今年内要对神州行用户推行实名制，具体方法是“对市场上销售的神州行卡号进行管控，要求用户必须用身份证去办理卡号”。电信专家陈育平对此分析说，推行实名制，运营商往往愿意从新用户入手，“这是很好的突破口，此后会再把老用户逐渐纳入体系中来，这样才能推行得更快。”

除实行手机实名制之外，北京内部也正在对手机号的管理系统进行实验，“比如说，规定一个身份证号只能对应特定数量的手机号，如果超出数量，这张身份证将不能再申请新的号码。”何宁表示，这种管理系统在移动内部已经实验成熟。

此外，除了更多管理政策，北京移动今年还将推出更多服务来方便用户选择资费套餐。事实上，移动的各种资费套餐在去年频频推出，这给用户提供了更多选择，但也容易让用户眼花缭乱。何宁说，北京移动正在酝酿一项新服务，“在用户使用某一套餐一段时间之后，短信账单会提醒用户，这段时间的长话费是多少，市话费是多少，短信费又是多少，使用目前的套餐是否划算，使用哪一种套餐更划算。”何宁表示，这项服务的目的是给用户更多参考，方便及时调换套餐，节省话费。

手机上网突破GFW的两种方法

记住，我们突破GFW是为了浏览被机械封锁的信息，因为很多本来无害的信息都被“一刀切”的方式封锁了。不要浏览非正常不和谐信息。

1、Google Wireless Transcoder（GWT）

使用手机默认的浏览器打开以下地址，http://www.google.com/gwt/n 页面会出现一个表单，在里面输入你要访问的地址即可，不管是手机wap网还是www网。这是一个访问维基百科的截图。

GWT的原理是将Google当作代理服务器，缺点是访问不被加密，如果连续多次进行访问连接可能会被重置（Google的连接被重置实在太正常了）。

2、Opera Mini（OM）

这是本篇文章的主角。OM有很多版本，你可以用电脑访问这个页面，看看有没有适合你的手机的版本，强烈推荐使用，用它替代手机默认的浏览器吧！

手机默认的浏览器只能浏览WAP网页，而OM可以让你浏览WAP和WWW网页，而且功能比默认的浏览器要强很多。

之所以OM能访问WWW网页是因为它使用了类似GWT的原理，不同的是，它是加密代理的，而且速度非常可观。下面2个截图分别是用OM浏览可能吧和维基上关于8*8事件的条目。

由于OM的代理浏览是加密的，不管访问被封网站多少次连接都不会被重置，我每天晚上躺在床上的时候都会用OM来浏览维基，维基上的信息真是看不完的。
